The .rs domains of Serbia

From January 10, 2008 it will be possible to register .rs Serbian domains. Slobodan Markovic from RNIDS told Domisfera that "The official starting date is not known yet and it is expected that Managing Board of .rs registry will determine the date at a session after mid-January. Most likely launch date for .rs is sometime towards the end of January or in February".
The Republic of Serbia has a population of 10 millions and the official language is the Serbian. It has two alphabets: a variation on the Cyrillic alphabet and a variation on the Latin alphabet. The characters of the two alphabets map to each other one-to-one and the Serbian has a simple principle: "write as you speak and read as it is written" .
Serbian Registry of Domain Names (RNIDS) has the task of migrating users from the .yu (Yugoslavia) domain. After this transition is complete, the .yu domain will be decommissioned and there will be two new ccTLDS: .rs (Serbia) and .me (Montenegro). It is envisaged this transfer will take a couple of years, and ICANN will monitor the progress.

Ten days before the beginning of .rs domain registration, RNIDS will stop receiving requests for registering new .yu domains. All .yu domains, which have been registered until then, will continue to function normally at least until 30th September 2009.
Once the registration of .rs domains begins, current owners of .yu domains will have a priority in the first six months to register the same .rs domain name. All domain names which have not been registered until now with .yu extension will be immediately available for registration with .rs extension. According to the new regulations, everybody can register an unlimited number of .rs domains.

The first seven prices are for accredited registrars. Each one can determine independently their market prices for end users. The value of 1 RSD is 0,0184 USD.
From 10th to 20th December it has been tested 24 local companies who have applied to perform services of accredited registrars of .rs domains. RNIDS has published the General Terms and Conditions for registration of .rs domains. Domisfera highlights these ones:
- Administrative contact must be a natural person, a citizen of the Republic of Serbia, or a legal person registered in the Republic of Serbia.
- A separate application must be submitted for the registration of every .rs domain.
- The RNIDS registers .rs domain according to the right of priority (first-come first-served) with the exception of the first six months priority for .yu domain owners.
- The RNIDS is obliged to make contact data on the .rs domain unavailable at the request of a registrant.
- An .rs domain can be registered for the period of one to ten years.
- Upon the expiry of the subsequent period of 30 days, the registration of .rs domain is terminated.
- The conditions to terminate a registration are (among others):
a) The RNIDS becomes aware that the Registrant in his application for the registration of an .rs domain has given incorrect or incomplete data, or has failed to report changes of data concerning .rs domain registration, except when incorrect or incomplete data are obviously a result of a mistake.
b) The Registrant fails to activate DNS servers in three days since the submission of the application.
c) If it is not possible to get in contact with the Registrant, that is, with the Administrative contact for the .rs domain, within 45 days from the first attempt to establish contact by the RNIDS.
d) The Registrant ceases to exist without legal successor.
Something remarkable is that according to the Fund Rules of RNIDS (Article 10), each Serbian legal person who pays the annual membership fee of RNIDS (12.000 RSD) can delegate a person who will participate, on their behalf, in activities of the Assembly of RNIDS. A member has right to elect and be elected for the bodies of RNIDS and has the voting right at meetings of the RNIDS Assembly.
